Department of State

The general serial files are arranged by subject matter as it concerns relations between the United States and other countries. Heaviest emphasis was placed on those files dealing with Japanese-American and British-American naval relations. All records used are kept at the Foreign Affairs Section of the National Archives; arrangements to use the post‑1929 files must be made through the State Department. The records of the London Naval Conference of 1930 form a special collection of 83 file boxes, and are kept at the National Archives, Foreign Affairs Section.

The documentation of this study shows most of the State Department files that were searched. The principal files examined were:

Department of the Navy

The bulk of the Navy Department's files for the years before 1941 is kept at the Navy Department Section of the National Archives. Permission to use classified materials must be obtained through the Office of the Chief of Naval History. In this study the records of the General Board were examined and used. Permission to use the records of the General Board must be obtained from the Chief of Naval History. The principal files examined were:

General Correspondence of the Secretary of the Navy, 1921‑1931. Record Group 80.

Department of the Army (War Department)

Records of the War Department (Department of Army after 1947) are divided between the Old Army Records Section (before 1917) and New Army Records Section (1917 and after) at National Archives. The principal source examined was Record Group 94, "Records of The Adjutant General." Access to classified records, regardless of their age, is difficult to obtain by the civilian or nongovernment-supported researcher.

Department of the Interior

Records pertaining to the Philippine Islands are housed at the Interior Department Section of the National Archives. Like most government files they are arranged by subject matter. The principals files examined were:

Bureau of the Budget

Records of the Budget Bureau for the years 1921 to 1941 are kept at the Treasury Department Section of the National Archives. These records were examined in order to ascertain, where possible, the significance of fiscal control in the determination of naval policy. Use of these files can give the researcher a very clear picture of the power of the Director of the Budget and the role he played in determining the size of the armed forces during the 1920's. The principal files examined were:
