As with most ancient authors, little is known of Frontinus, and the Loeb edition's introductory material, by Charles Bennett, is about as good as one can get. It also includes a fairly detailed discussion of the authorship of both the De Aquis and the Strategemata.
The manuscripts of Frontinus are covered separately by the same author.
The Latin text used is that published by Loeb in 1925, in the public domain. It is that of Clemens Herschel with minor changes.
Prof. Rodgers' translation zzz has not so far appeared in print, but was for many years published by him online; there are therefore no page numbers.

The 1925 translation by Charles Bennett in the Loeb Classical Library is also onsite; it is based on the Latin text accompanying it in the Loeb edition, which is slightly different from that translated by Prof. Rodgers.
The text and the introduction were provided me by Prof. Barbara Rodgers as PDF files. I proofread them just the same and caught two or three very minor typos, which I tacitly fixed.
At any rate, the text has been thoroughly proofread by several sets of eyes over the years, and it must surely be free of errors; but if there are any, I would have introduced them in migrating the text to this site (so please do report them).
